Has anyone seen this on Windows 10? How did you fix it?

Hmmm, can you send here (or as MP), your palette.ini file, that is in the installation directory (usually C:\ProgramFiles(x86)\Jingle Palette\ )?

Or check if you have no empty lines at the beginning of this file content (if it's the case, just remove them so the first line have to start with [ character).
