sorry, your message is hard to understand, but Jingle Palette can only play local files (and URL streams like Webradios, in the Play Stream / Ext. source tab). It is not designesd to play remote files (and I think that the Audio library simply can not).

I just tried on 2 other machines, I can not reproduce
If you save palette's modifications, and reload (change and come back) on this palette, you should have the sound for moved jingle.

The network connection is only used for Check update and support forum notification (if account filed in the Settings/Support tab).
My machine has IP on 192.168.0.x segment, and MIDI runs as attempted.
